ICDS Mashobra - Status Report 2009-10

The Integrated Child Development Services (ICDS) Scheme was conceived in 1975 with an integrated delivery package of early childhood services so that their synergistic effect can be taken full advantage of. The Scheme aims to improve the nutritional and health status of vulnerable groups including pre-school children, pregnant women and nursing mothers through providing a package of services including supplementary nutrition, pre-school education, immunization, health check-up, referral services and nutrition & health education. In addition, the Scheme envisages effective convergence of inter-sectoral services in the anganwadi centres.

Child Development Project Officer

Child Development Project Officer

The Child Development Project Officer is the key functionary of the scheme of ICDS. He is responsible for the organization of services as also for administration and implementation of the scheme at the field level.
The Child Development Project Officer will :
1Be the Principal executive functionary of the ICDS team at the projectlevel.
2Allocate monthly and yearly budgets to each Anganwadi Centre and release funds.
3Supervise and guide the work of the entire project team, includingSupervisors and AWWs.
4Help the AWWs in initial stages in carrying out a quick and sample census survey of the project.
5Ensure proper maintainance of registers and records both at Project and AWC level. He will inspect the records periodically.
6Make necessary arrangements for procurement, transporation, storage anddistribution of various supplies.
7Ensure all the equipment and material supplied are accounted for and used and maintained properly.
8Acts as the Convenor of the Project Coordination Committee or Functional Committee.
9Act as an integral part of the Block team.
10Incur contingency expenditure onarticles, materials etc. required by AWWs and other Project functionaries and would act as DDO for ICDS scheme, excluding health inputs.
11Make effort to obtain local community’s involvement and participation inprogramme and services.
12Help AWWs informing and operating village level coordination committees.
13Arrange educational programmes such as nutrition and hygiene.
14Responsible for preparing and dispatching periodical progress reports toconcerned higher officials.
15Take all necessary measures for staff recruitment and development in the capacity of incharge ICDS team and the block level. He will depute Supervisors and AWWs for training/ orientation as and when required.
16Undertakefield visit periodically and will submit his monthly tour programme to higher officials.

Additional Responsibilities 


She/ He will make effort to arrange own building of AWC. Coordinate with Urban Development Department to install smokeless chullah,sanitary latrines and water filters at AWCs in urban areas. She/he will coordinate will Rural Water Supply/ PHE department to install handpumps in those AWCs where no drinking water facility is available in the vicinity.
She/he will help/ coordinate with AWWs undertaking literacy classes underNAEP. She/ he will remain in close contact with DRC where referrals will be made by AWWs. Coordinate Demonstration on Nutrition and Health Education.Ensure that each AWC is provided with a Community Growth Chart. Guide AWWs to involve Adolescent Girls in the activities of AWWs and service to be provided to them. Training programme for Adolescent Girls. She/he will arrange for field placements of ICDS functionaries. She/he will develop a Resource Centre in his office. Materials on Pre-school Education, Health and Nutrition and Community Participation will be included inthe library of the center.

  2. She will visit each anganwadi atleast once a month, liaise with LHV for the joint visit to one anganwadi once a week, and make atleast one night halt everyweek in a village located at a distance of morethan 5 Kms. from her Circle Headquarters.

Anganwadi Workers

Anganwadi Workers

For effective implementation of the programmes the Anganwadi Worker (AWW), who has to be a local woman belonging to the same village/ward and required to perform the following functions :

1Community survey and enlisting beneficiaries. The community to be covered should be surveyed to find out the number of children below six years of age, pregnant and nursing mothers. Data about the number of families, family members and income should be obtained. Vital statistics particularly of new births and deaths (specially child and maternal deaths) should be recorded. Handicapped, exploited and destitute children should also be listed. In the collection and compilation of all this information, the supervisor would be guiding and helping the AWWs.
2Supplementary feeding of 0-6 years of children and pregnant and nursingmothers.
3Health and nutrition education to women, children and community, population education to women and parent and community education.
4Non-formal pre-school education of the children between 3 to 6 years of age.
5Primary health care and first-aid to children under six and pregnant and nursing mothers.
6Detection of impairments among children in the early stage and help in the prevention of disabilities.
7Contacting the parents of children coming to the Anganwadi through homevisits and enlisting their participation in the programme.
8Assisting health staff in immunization and health check-up.
9Referral services for severely under-nourished/ mal-nourished, sick and at-risk children and cases of communicable diseases and children with impairments.
10Maintaining records/ registers particularly weight cards, child health cards, supplementary nutrition records, anganwadi attendance records etc.
11Maintaining liaison with other institutions in the village/urban slub e.g. Panchayats, Mahila Mandals, Schools, Local organizations etc. and seeking their support and participation in the ICDS programme.

Additional Responsibilities 
She will do annual village level Educational Survey of all households along with Primary School Teachers.Wherever DWCRA schemes are running, she will be associated with DWCRAgroup meetings and in the preliminary surveys under DWCRAleading the identification of beneficiaries. Arrangements and support for demonstration on NHEDProvide information on growth of each child from the Growth Chart maintained by her. Will educate Community about Mahila Samridhi Yojana and Rashtriya MahilaKosh and motivate them to adopt the schemes where the schemes are applicable.
Assist in activities of Village Bal Vikas Samiti constituted at the village level. Act like Village Rehabilitation Worker, she will create awareness for early detection of disability, its prevention and making appropriate referrals. She will involve adolescent girls in the various activities of AWCs and provide services under the schemes for Adolescent Girls.

Anganwadi Helpers

She has to work 4 hours a day to help the Anganwadi Worker in the following ways :
1Cooking and service the food to children and mothers;
2Cleaning the Anganwadi premises daily; fetching water for Anganwadi;
3Cleanliness of small children;
4Collection of small children from village at the Anganwadi.
Helper should develop skills in :
1Training children to be hygienic in their personal and toilet habits;
2Assist AWW in health check-ups, weighing of children and immunization of pregnant women and children;
3Preparation of simple recipes, conservation of nutrients through correct methods of sanitation, storage and cooking;
4Disposal of food wastes, peels etc;
5Developing a small kitchen garden;
6Organizing and conducting simple play and creative activities for the overall development of children;
7Organising group activities like singing songs with music and actions, story tellingl dramatization etc. using folk media;
8Eliciting participation of mothers in the Anganwadi Programme;
9Creating an awareness among months about nutrition, health and play needs of their children;
10Arrange equipment in the Anganwadi.
       
Additional Responsibilities 
The Helper will assist Anganwadi Workers in :-
1DWCRA meetings conducted by AWWs;
2NHED demonstrations to be given by Mobile Food and Nutrition Extension;
3Involving Adolescent girls in the activities of AWCs and providing them various services;
4Motivating community women to adopt new schemes like Mahila Samridhi Yojana Rashtriya Mahila Kosh (where these schemes are applicable);
5Providing information to Supervisors regarding growth of each child for community growth chart.
